First published 2017

Millie walked away from the Arcadia Project four months ago after Teo died from Unseelie magic. She planned one final visit to where it happened, but she and her former boss Caryl discover what appears to be Teo's ghost. Caryl insists ghosts cannot exist. Millie has moved on to a demanding new job and wants nothing to do with Project business. She agrees to share her ghost encounter with National Headquarters agents as a favor. During her visit, someone murders an agent in a manner that points directly to Caryl. Millie knows Caryl is innocent. The Project dispenses its own brutal justice outside normal channels. To save Caryl, Millie must solve the mystery of incorporeal fey called wraiths. The Project has operated for centuries but never encountered these entities. How do you fight enemies that appear only when they choose? Millie races to answer these questions before Caryl pays the price. She uncovers an elaborate supernatural terrorist scheme that threatens to destroy both the human and fey worlds.
