Judge Ramsey Hunt presides over the murder trial of Clive and Cindy Cahill in San Francisco when something goes wrong. Federal prosecutor Mickey O'Rourke suddenly becomes hesitant during his opening statement, abandoning his usual aggressive approach. Hunt suspects someone has threatened O'Rourke. His suspicions prove correct when a gunman shoots Hunt in the back. Meanwhile, FBI agents Dillon Savich and Lacey Sherlock receive disturbing news about the attack. Someone delivers an anonymous note to Savich at FBI headquarters that reads YOU DESERVE THIS FOR WHAT YOU DID. Security cameras capture nothing useful about who left the message. The shooting and the threatening note appear connected, but the motive remains unclear. Savich and Sherlock must travel to San Francisco to investigate while staying alert for their own safety. They need to discover who targeted Hunt and why someone wants to punish Savich for an unknown past action.
