Yangchen travels to Bin-Er on political business, still haunted by the voices of previous Avatars and struggling to earn the respect that her predecessor Szeto commanded. The Earth Kingdom city operates under the control of corrupt shang merchants who resent the unpredictable Earth King and his demands. During her visit, Yangchen encounters Kavik, an informant who becomes her reluctant partner. Together they discover the shangs possess a weapon of mass destruction that could free them from royal influence and concentrate power in their hands. Yangchen and Kavik work to prevent this catastrophe while navigating the dangerous politics of a city where loyalty follows money rather than principle. Their partnership grows stronger as they face these challenges, but Yangchen must ultimately learn to trust her own judgment over the counsel of others and the persistent voices from her past lives.
