FBI Agent Lucy Kincaid and her partner Nate drive through torrential rain toward a small Texas jail hours from San Antonio. They're collecting an armed robber from the FBI's Most Wanted list. The local sheriff asks them to transport a second prisoner since their destination lies along the same route. Lucy and Nate agree to help. Flash floods have overwhelmed the area and emergency services are stretched thin. During transport, both prisoners break free and grab a young boy as their hostage. Lucy and Nate must track the escapees through dangerous weather conditions. The criminals are violent and desperate. The child's life hangs in the balance. Lucy faces a race against time as the storm intensifies around them. She must rescue the boy and capture both fugitives before they disappear into the chaos of the flooding countryside.
